The Kipper Electrician's Tool Set provides US military, contractor and indigenous construction forces with tools for performing interior electrical power installation and repair tasks in residential dwelling and commercial facilities. It enables the installation of electrical wiring in Theater of Operations (TO) constructions, in accordance with commercial code or applicable policies, and repair existing wiring fixtures and circuitry to current standards, from the point of connection to the facility throughout the structure. It is also used by prime power plant operators/maintainers and high voltage linesmen. It is used to create navigational lighting, perimeter lighting, security point lighting and search lighting that can be turned on or off by a switch or timer.

The Tool Set can be employed at locations with limited electrical power and in austere or developing theaters. The Tool Set contains the tools necessary for a single electrician to install an electrical grid or simple wire circuits, electrical fixtures and wiring for communications & ADP; trouble shoot faults; repair malfunctioning, damaged, or inoperable circuitry or fixtures; install interior and exterior lighting; and regulate the safe flow of electricity throughout a single facility or entire base camp.

The Tool Set provides state-of-the-art COTS tools, many approved by Underwriters Laboratory, mirroring those used in commercial practice. The component list includes installation and testing tools and a site storage box for transporting and securing tools, wiring and fixtures; a foldable ladder; and can be used prior to the availability of electrical power on the work site. It is supported by Plumber and Pipefitter Tool Sets as necessary.

The Tool Set significantly increases work production rates with state-of-the-art/commercial-practices equipment. It supports work scheduling and project management.
