The Kipper Masonry & Concrete Finisher's Tool Set provides US, contractor and indigenous construction forces with masonry and concrete working tools for flatwork and vertical block, brick, and reinforced concrete work. It enables construction troops to work in austere or developing theaters or in situations without or with limited electrical power sources.

The Concrete & Masonry Tool Set enables the Soldier to level, form, reinforce, place, and finish concrete flatwork; form, construct and place brick, block and concrete vertical work; and form, reinforce, and place portable barriers/devices for force protection work with increased production rates. It enables them to construct or repair and more quickly return to usability facilities damaged by neglect, hostile action, or as a result of collateral damage. Concrete work is necessary to repair airfield runways before the insertion of heavier forces and taxiways and parking areas for complete airfield operations. The construction of hard surfaced storage, administrative and work areas reduces material damage due to weather. The construction and emplacement of concrete barriers is necessary for force protection and soldier morale. The repair of masonry structures for utilities, schools, medical facilities and administrative centers is necessary for winning the hearts and minds of the people

The Concrete & Masonry Tool Set utilizes COTS items to execute current commercial practices. The set contains individual working tools for 6 Masonry Specialist - levels, floats, trowels, string lines, measuring tapes, pliers, hammers, chisels, and protective eyewear. Additional tools include a laser leveling base station and Philly Rod, block and brick cutting wet saw, rebar bending and tying devices, floats, screeds, brooms, edgers, hoses, buckets, sprayers, and tarps. The Tool Set is unique in having scaffolding, walk boards, large mortar boxes and powered cement-mortar mixers. The tools are stored and transported in cases as general cargo aboard unit vehicles. All mechanical tools are UL tested to prevent shock or injury to the user.
